Needed: A Program Director, a Financial Manager, a Grants and Assistance Compliance Manager, and a Senior Technical Manager:

RMF will be submitting a proposal for the new RFA – “Building Alliance for Local Advancement, Development, and Investment” (BALADI) launched by USAID. For this purpose, RMF is seeking Key personnel in order to include them as part of the proposal.

Details of the project:

The BALADI program offers an opportunity for pro-active, innovative, well-led municipalities, unions of Municipalities, and village clusters to address critical resource constraints. It will achieve this by expanding broad citizen participation in local decision making and supporting reliable and affordable public services.

BALADI program will implement activities that address the development problem by supporting

Municipalities and municipal unions nationwide that demonstrate a real commitment to participatory, equitable, and effective decentralized local governance and economic development that address the following:
•  Improves reliable and affordable public services
•  Expands broad citizen participation
•  Promotes innovation in the delivery of such services

Positions needed for the Program:

Program Director:

- A minimum of 15 years of experience in managing similar projects, activities, and responsibilities
- A post-graduate degree in a field of direct relevance
- Vast knowledge about and experience in the status, challenges and opportunities of municipalities in Lebanon
- Excellent knowledge of English and Arabic; French is a plus
- Excellent reporting, communication and interpersonal skills
- Prior experience in implementing USAID programs
- Directed, managed, implemented, and evaluated large projects
- Ability to create and maintain good working relationships with USAID and local community leaders

Financial Manager, Grants and Assistance Compliance Manager, Senior Technical Manager:

- At least 12 years of experience in their relevant fields
- A post-graduate degree in fields of direct relevance
- Excellent knowledge of English and Arabic; French is a plus
- Excellent reporting, communication and interpersonal skills
- Prior similar responsibility under USAID programs is essential for the Grants and Assistance Compliance Manager and the Financial Manager

All should have previous experience in Lebanon and previous similar responsibilities in implementing similar context projects and activities
